Car hire is available at both Dubrovnik and Split airports. Most companies require drivers to be 21 or over, and to have been in possession of a driving licence for at least one year.
However, note that having a car while staying in either Dubrovnik or Split tends to be more trouble than it’s worth. Both have pedestrian-only old towns which are closed to traffic – finding parking spaces close to the old towns can be very difficult, especially in peak season. On the other hand, for out-of-town trips along the mainland coast, a vehicle can be useful. The same goes for trips to the islands, though you will then have to line up in the car queue to board the ferry, as well as pay for tickets for both passengers and the vehicle.
